A full package claim can still fail if its closure or label isn't recyclable. When we sourced a PET jar with a PP lid from our rigid plastic supplier, we couldn't honestly put a single “recyclable” logo on the whole package until we changed the closure to a compatible material. Can I use packaging-grade rigid plastic for clipboards or pet products?

Not without checking. Packaging-grade PET is designed to hold product and keep it safe. It's not always designed for repeated impact, bending loads, or UV exposure.
